Your Guide to Driving in Montenegro

The roads here will surprise you — in both directions. The coastal run from Herceg Novi to Budva is genuinely beautiful; the mountain road up to Lovćen is something else entirely. A few things worth knowing before you set off.

Road Rules & Speed Limits

Right-hand driving, same as the rest of Europe. Speed limits: 50 in towns, 80 on open roads, 100–120 on the motorway. Police do use radar and fines are paid on the spot. Nothing unusual — but people do get caught, especially on the coast road in summer.

Coastal & Mountain Roads

The coastal stretch between Budva and Kotor is narrow in places — think two cars squeezing past each other slowly. It's worth it. The road up to Lovćen from Kotor has 25 switchbacks and views that'll make you stop three times. For anything north of Podgorica, an SUV is the right call.

Fuel & Petrol Stations

Along the coast and main routes you'll have no trouble. Once you head up into the mountains — Durmitor, Prokletije — stations get sparse. Fill up in Žabljak or Pljevlja before going further north. All our cars take standard unleaded or diesel; we'll tell you which at pick-up.

Cross-Border Driving

Croatia, Bosnia, Albania, Serbia — all doable with a cross-border permit. Mention it at booking and we'll sort it. The permit costs a small flat fee and is valid for the duration of your rental. Don't cross without it; border police do check and the fine isn't fun.

Parking in Budva & Coastal Towns

Budva old town has almost no parking in August — plan to leave the car at the main lot and walk in. Kotor is similar. Zones are marked in blue on the road and paid by SMS or at machines nearby; €1–1.50 per hour is typical. The new parking garage at Budva is the most reliable option in high season.

Winter Driving in Montenegro

November through March the mountain passes can close without much warning. The Sozina tunnel keeps the Podgorica–Bar coastal link open year-round, but north of Kolašin it can get properly snowed in. All our cars get winter tyres from November 1st. If you're heading to Durmitor in January, take an SUV and check the road status that morning.

This is a hold only — not a charge — and it is released within 3-7 business days after you return the car in the same condition. Yes. You can cancel your booking free of charge up to 48 hours before your pick-up date. Modifications — including changing your return date, return location, or vehicle — can be made through your customer account on our website, or by contacting us directly. What is included in the car hire insurance?
All our car rental rates include basic third-party liability insurance and a collision damage waiver (CDW) with an excess. This means in the event of an accident, you are responsible for the first portion of any damage cost (the excess amount). Additional insurance options including theft protection and tyre/glass cover are also available.
Can I drive my rented car outside Montenegro?
Yes, with an additional cross-border permit purchased at the time of booking. Our hire cars are permitted to travel to Croatia, Bosnia & Herzegovina, Albania, and Serbia. Driving to other countries or further afield requires prior approval. Please inform us at the time of booking if you plan to travel beyond Montenegro. Cross-border driving without permission is a breach of your rental conditions.
Is there a minimum age to hire a car in Montenegro?
The minimum age to rent a car in Montenegro with our company is 21 years. Drivers between 21 and 24 may be subject to a young driver fee, which is shown clearly at booking. Do I need an International Driving Permit (IDP) to drive in Montenegro?

EU/EEA driving licence holders do not need an International Driving Permit to drive in Montenegro — your national licence is fully valid. Drivers from outside the EU (including the UK, USA, Australia, and other countries) should carry an International Driving Permit alongside their national licence. The IDP is available from your national automobile association. Please bring both documents when collecting your hire car at any of our locations.

Absolutely. One-way car hire between any of our Montenegro locations is available. You can pick up in Budva and return the vehicle at Podgorica Airport, Tivat, Kotor, or any other station. The one-way hire option is available at no additional charge for most vehicle categories. Simply select your different return location when completing your online booking, or request it when speaking with our team.

06 Insurance

What happens if the rental car is damaged during my hire?

In the event of damage to your hire car, please contact our team immediately and complete a damage report form. With basic insurance (CDW), you are responsible for damage costs up to the excess amount (typically €300-€800 depending on vehicle). If you purchased our full damage waiver, your excess is reduced to zero. All damage claims are processed fairly and transparently. Your security deposit covers the excess and is released once the claim is settled.

Is there a car hire drop-off service at Tivat Airport for late returns?

Yes. Our Tivat Airport car hire station accepts vehicle returns at all hours, including overnight and early-morning drop-offs. If your flight departs very early and our counter is not yet staffed, please use our after-hours key drop box at the Tivat Airport station. Please ensure you complete the return paperwork the evening before or notify us in advance. The same service is available at Podgorica Airport for late-night or early-morning returns.

What fuel should I use in my rental car in Montenegro?

Your hire car will be provided with a full tank of the correct fuel type — petrol (unleaded) or diesel — clearly indicated on the fuel cap and in your rental agreement. Please always return the car with a full tank to avoid a refuelling charge. Fuel stations are widely available across Montenegro, including in Budva, Tivat, and Podgorica. In remote mountain areas and national parks, fuel stations can be sparse — plan ahead and fill up before long inland drives.

For a family trip to Montenegro, we recommend an SUV or a minivan. Is it safe to drive in Montenegro at night?

Driving in Montenegro at night on the main coastal road between Budva, Tivat, and Podgorica is generally safe and well-lit. However, mountain roads and secondary routes can be poorly lit and winding at night. We recommend avoiding mountain driving in Montenegro after dark if you are unfamiliar with the roads. On the coast, night driving is straightforward and many visitors drive between Budva and Kotor in the evening without any issues.

What payment methods do you accept?

We accept Visa, Mastercard, and American Express. A credit card is required to hold the security deposit. No card fee is added. Cash payment is accepted at some locations — please contact us for details.

Do I need to return the car to the same location?

No. One-way hire is available between all our Montenegro locations at no extra charge for most bookings. Pick up in Budva, return at Tivat Airport — or any other combination across our 9 stations.

Do I need an International Driving Permit (IDP) in Montenegro?

EU/EEA licence holders do not need an IDP. Drivers from outside the EU (UK, USA, Australia etc.) should carry an International Driving Permit alongside their national licence. Both documents are required when collecting your hire car.

What fuel should I use in my rental car?

Fuel type (petrol or diesel) is indicated on your car's fuel cap and rental agreement. Return the car with a full tank to avoid a refuelling charge. Fill up in Budva, Tivat, or Podgorica before driving to remote mountain areas.

Is it safe to drive in Montenegro at night?

The main coastal road between Budva, Tivat, and Podgorica is safe and lit at night. Mountain routes are less suitable for night driving if you are unfamiliar with them. Coastal night driving is generally comfortable and commonly done by visitors.

Can I drive my rental car to Croatia or Albania?

Yes, with a cross-border permit purchased at booking. Our cars are permitted in Croatia, Bosnia, Albania, and Serbia. Cross-border driving without prior approval is a breach of your rental conditions. Please inform us at booking time.

Yes. One-way hire between all our Montenegro locations is available at no additional charge for most categories. Pick up in Budva, return at Podgorica Airport, Tivat, Kotor, or any other station. Select your return location at booking.

Is there a late-night car return at Tivat Airport?

Yes. Our Tivat Airport car hire station accepts returns at all hours with an after-hours key drop box for early-morning flights. The same service is available at Podgorica Airport. Please notify us in advance if you plan an after-hours return.

Yes — free hotel delivery in Budva for rentals of 3+ days. Our driver brings your hire car to your hotel address at the agreed time. Hotel delivery is also available in Tivat city, Kotor, and other locations for a small fee. Request this service at booking time.

Where exactly is your car hire station at Podgorica Airport?

Our Podgorica Airport car hire counter is located in the arrivals hall. Look for the DriveMe Montenegro logo. Our team tracks all incoming flights and will be ready for your arrival regardless of delays. The Podgorica city centre branch is approximately 10 minutes away by car.
